- First production version with the Ha-25 and Fowler 'butterfly' combat flaps; no armour or self-sealing tanks. Production from November 1939, deliveries from the Ota factory from February 1941. Earlier Ia and Ib were gradually brought up to Ic standard as Ho-103 guns became available.
